Qualification :To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition, you may qualify based on your experience and/or education as described below: Grade Level Requirement (GS-12 Full Performance): Specialized Experience: Possess one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include, but are not limited to: Providing support for complex projects that support healthcare. Working with databases related to projects. Serving as a project lead within a study/project team. Providing advice and guidance to assist in revisions of operational procedures and processes. Redesigning and customizing business processes, workflows and eliminate redundancy. Grade Level Requirement (GS-11 Developmental): Specialized Experience: Possess one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include, but are not limited to: Providing support for complex projects that support healthcare. Working with databases related to projects. Serving as a project lead within a study/project team. Providing advice and guidance to assist in revisions of operational procedures and processes. Redesigning and customizing business processes, workflows and eliminate redundancy. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Degree must be relevant to the position to be filled. Completion of graduate level education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following is an example of how education and experience may be combined. This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is performed in an office setting and there are no unusual physical demands. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
