Qualification :To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2022. Specialized Experience: You must have at least one year of specialized experience, equivalent to the GS-09 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position which include but are not limited to; Knowledge and skill in applying current Intranet/Internet technologies, standard Internet/Intranet protocols, usability concepts (i.e., navigational aids, site architecture), accessibility factors and standards and programming and scripting languages; Create Intranet/Internet applications and web pages; Knowledge of qualitative and quantitative methods and techniques for the assessment and improvement of program effectiveness; Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of Internet and Intranet programs and systems; Knowledge in analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; Written communication skills and techniques including the ability to write effective, clear and concise user instructions, policy memoranda, reports, and project documentation; Knowledge of software design principles and methods; Knowledge of database management systems, query languages, table relationships.

Education: Have a Ph. D or equivalent doctoral degree or have at least 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties the position, (Transcripts Required)

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the announcement. You must have an combination of specialized experience and education beyond the next lower grade GS-09. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (Transcripts Required) Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position is aligned to the Office of the Director. The Public Affairs Specialist will serve as a Web Manager and provide support to all public affairs and communication activities. The primary purpose of this position is to provide internal and external web content management, design, and writing support for the Medical Center to promote access to care, enhance direct communication to Veterans, foster good public perception, promote good news stories, and enhance employee communication.
