Qualification :To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days. Specialized Experience Requirements In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify at the GS-13 grade level, candidates must have one (1) year of experience equivalent to the GS-12 grade level performing the following: (1) participating collaboratively on a project team by completing prioritized assignments; (2) identifying the needs of the audience; and (3) carrying out project plans and recommendations. GS-13 preferred qualifications: Expressing an understanding of the ADA regulations, and accessibility or disability rights; participating in the implementation of user-centered design principles, such as contributing to the development of a web-based product; and editing plain language content. To qualify at the GS-14 grade level, candidates must have one (1) year of experience equivalent to the GS-13 grade level performing the following: (1) leading a project, including developing the strategic direction and vision, prioritizing work, and leading the team; (2) identifying user or audience needs; and (3) communicating project plans and recommendations to internal stakeholders. GS-14 preferred qualifications: Implementing knowledge of ADA regulations, and accessibility or disability rights; leading the implementation of user-centered design principles, such as in the development of a web-based product; and drafting and editing plain language content. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements (if applicable), must be met by the closing date of this announcement and clearly documented in your resume.
