Qualification :Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than 3 months from closing date of announcement. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion. Applicants will be selected at WJ-07 level and once USCG licensing requirements are met you will be eligible for non-competitive promotion to the WJ-08 target level position. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a 3rd Assistant Engineer (Diesel) without more than normal supervision. Your resume must demonstrate that you have the ability to perform simple repairs to engine room equipment, read gauges and instruments during continuous operations and stand regular watch. Failure to meet this Screen Out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. You will be evaluated on the basis of your level of competency in the following areas:
Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element)Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability To Use and Maintain Tools and EquipmentKnowledge of Equipment Assembly, Installation, Repair, etc.Knowledge of MaterialsTechnical Practices (theoretical, precise, artistic)Use of Measuring Instruments PHYSICAL EFFORT : Light to moderate effort is required while standing watch and performing repairs. WORKING CONDITIONS: Works in engine room subject to loud noises and excessive temperatures. Is exposed to hazards of cuts, bruises, burns, etc. Drowning hazard exists in same degree as on other non-deck jobs.
